CASE STUDY: Abel Recon's Ingenuity and Impact on Concord Township’s Stream Restoration Project

How did CIPP change the landscape of Concord Township’s stream restoration project? 

In Glen Mills, Pennsylvania during the spring of 2024, Abel Recon was called out to assess the condition of three corrugated metal pipes as part of a stream restoration project Concord Township was planning. Upon arrival and inspection, the pipes were suffering from severe section loss. Additionally, one of the pipes had begun to separate from the headwall causing significant soil erosion. The soil was eroding from the hillside above the pipes supporting houses at the top of the hill. Furthermore, the stormwater pipes carry flow through the properties of four township residents. During a site visit with the township, Abel Recon also discovered that the homeowners were experiencing flooding in their basements during high rain events—another reason Concord Township wanted to complete the project.

When the Abel Recon team began to explore the project, they knew it would be a perfect fit for their Reline America UV-Cure GRP Alphaliner. During discussions with the township, Abel Recon realized that the site offered limited access, making it challenging to accommodate even the compact operation that Abel Recon offers without disrupting the homeowners.


Access to the stormwater pipes was limited to the neighborhood roads due to the pipes being in the homeowner’s backyards, 150' away from the inlet, and a combined 160' from the outfall. When pulling a liner into place and curing the liner with the UV light train, being over 150’ away from the site can create a unique set of obstacles. However, they were no match for the Abel Recon team. Using a system of pulleys, trees, and Slip Sheet, a smooth path for the liner was provided. The Abel Recon team was able to leave the trucks on the neighborhood roads without disturbing any of the homeowners’ properties.

Once the project was completed, Concord Township continued its stream restoration project starting with the hillside. They filled in the areas of soil erosion supporting the hillside with help from their newly rehabilitated pipes. Concord Township was also able to complete the stream restoration project giving the homeowners peace of mind that their basements will not be flooded again. With the help of Abel Recon, the stream's water is flowing better than ever; downstream away from the houses and hill.
